A concept plan for the Anglesea Community and Health Hub will be considered by Surf Coast councillors next week.
The proposed plan is a basic, preliminary layout which will show where all the facilities would be on the site.
If it is backed by councillors, it will head to a more detailed design stage, where specific details are developed.
The Shire says the plan will include some affordable rental housing for local workers.
The hub on McMillan Street is home to community groups and agencies, that deliver a range of services.
The council says the ageing buildings are struggling to meet community needs.
Councillors are meeting on Tuesday evening in Anglesea.
