A solo patrol officer noticed smoke coming from Melaluka Road, Leopold just before 5am, finding a ute performing a burnout.

They intercepted a 17-year-old learner driver, who had a 16-year-old passenger without a licence.

Officers say while they were talking to the driver, another 17-year-old came out of the vehicle from behind the passenger seat.

The unrestrained passenger was fined, while the driver is due to face court and his vehicle has been impounded for 30-days.
