V/Line is planning to restore services across the network from midday.
Trains have been kept off the tracks, following the national Telstra Outage on Thursday morning.
The rail authority says following testing, it is safe to begin operating trains.

V/Line conducted its own testing and operational checks, finding them successful and critical communications systems are operating at the level needed.
A spokesperson says the authority is now putting in a staged return of services across the network, including the Geelong line.
However commuters are being warned they may be service delays.
They are being urged to check the V/Line website or app for up-to-date information.
